Sebastian James

A former senior economist at the World Bank, Sebastian James joins Sanford and DCID as a professor of the practice. In his 15 years at the World Bank, he advised several countries on the design of their tax policy and tax administration with an emphasis on economic growth and fiscal adequacy. He has also worked in cross-cutting areas covering the role of tax policy on investment policy, inequality and climate change, and his research work on tax incentives is influential. Prior to the World Bank, James worked for the Indian Revenue Service and held senior positions in the India’s Tax Administration and Tax Policy between 1996 and 2002.

Jonathan Stromseth

Jonathan Stromseth, a nonresident senior fellow at The Brookings Institution with a joint appointment in the Center for Asia Policy Studies and John L. Thornton China Center, joined Sanford and DCID in January 2024 as a professor of the practice. An expert on U.S. Asia policy and good governance, Stromseth previously worked at Brookings as a senior fellow and the Lee Kuan Yew Chair in Southeast Asian Studies; served on the Secretary of State’s Policy Planning Staff (2014-17); served as The Asia Foundation’s country representative to China (2006-14); and taught Southeast Asian politics at Columbia University.

Shelley Liu

Political scientist Shelley Liu comes to Duke from UC Berkeley’s Goldman School of Public Policy, where she was an assistant professor. Her research focuses on how conflict affects development, institutional weakness, and citizen trust in the state in polarized political contexts. The assistant professor's book, “Governing After War: Rebel Victories and Post-War Statebuilding,” published in March 2024 by Oxford University Press, is the culmination of several years of fieldwork in Zimbabwe and Liberia to understand how wartime processes in different African countries affect state-building efforts.

Jack Daly

Jack Daly is a research manager for the Duke World Food Policy Center (WFPC) and Duke Center for International Development. Previously, he worked in research positions at the WFPC, where he focused on food systems and global institutions, and at the Duke Global Value Chain Center, where he examined supply chain and firm dynamics across multiple sectors. He also served as the WFPC's business manager.

Ankhi Das

DCID senior fellow Ankhi Das is a public policy expert, a South Asian woman business leader, and VC investor dedicated to improving technology access and digital transformation for promoting economic growth, education and strengthening digital rights in South Asia. She has over 25 years of operating and leadership experience representing U.S. tech companies in the South Asia region and driving partnerships with public, private and social sectors.

Haude Lannon

DCID senior fellow Haude Lannon comes from the consultancy Access Partnership, where she was director of international policy, leading advocacy campaigns for global tech companies. She previously worked in political campaigning, including the UK’s EU membership referendum campaign and EU Constitution referendum, served the European Parliament as Chief of Staff, and co-founded EU-turn, a boutique communications agency.

Lucas Falcão

With sponsorship from the Coordination for the Improvement of Higher Education Personnel (CAPES/Brazil), Lucas Falcão was a visiting researcher at the Duke Center for International Development during fall 2023. Under the guidance of Professor Marcos Rangel, his research examines the impacts of river seasonality on public health in the Brazilian Amazon.

Huong Vu

Huong Vu was a Fulbright Visiting Scholar at the Duke Center for International Development for the 2023-24 academic year. He is an associate professor of economics at Vietnam National University with primary research interests encompassing topics such as corruption, firm performance, livelihoods and household welfare.

Ting Zhou

Ting Zhou joined the Duke Center for International Development for 2023-24 as a visiting researcher with sponsorship from the China Scholarship Council. Under the guidance of Professor Alexander Pfaff, her research examines the causal mechanisms of the forest payment for ecosystem services program on forest regulating services in China.
