Property tax is a critical component of municipal own-source revenue, essential for greater financial resilience as well as bridging the gap between development aid and urban infrastructure needs. The Property Tax Diagnostic Manual provides a comprehensive overview of the different components of property taxation and presents a step-by-step guide for practitioners to diagnose and analyze the performance of property tax systems and developing a strategic plan to improve property tax performance under widely varying circumstances.
Professor of the Practice, Roy Kelly, was the lead author for this Property Tax Diagnostic Manual and will serve as a panel discussant for this event.
