April L. Raphiou advances the public presence of the Duke Center for International Development (DCID) as communications director. During her career that spans more than 15 years, she has managed strategic communications at international and governmental organizations, most notably the United Nations Office of the Special Adviser on Africa, the United Nations International Civil Service Commission, and state and local government agencies in North Carolina. Prior to joining DCID, she served as communications director of the Center for International Research, Education, and Development at Virginia Tech where she led communications for projects in Senegal, Malawi, and Afghanistan.
Raphiou holds a PhD in Mass Communication from the Hussman School of Journalism and Media at the University of North Carolina at Chapel Hill and an MA in English from North Carolina Central University. During her doctoral studies, she earned a concurrent certificate in International Development Policy at DCID.
